Conviction following estimated £1m disability payment fraud

Two people have been found guilty of a series of direct payment frauds committed over almost 20 years following an investigation by Lambeth council.

Emmanuel Bay, 68, and Nancy Bay, 67, of Sudbourne Road, Brixton were found guilty of 21 offences on March 6 at Inner London Crown Court after a four-week trial.

The offences took place between 1999 and 2018.

The fraud came to light when officers from adult social care at Lambeth council became suspicious after visiting Emmanuel to conduct a regular review of his claim.

Emmanuel continued to claim support from Lambeth council after he had recovered from an illness. He also failed to declare the purchase of three properties in Brixton, each of which would have removed his entitlement to support.

Nancy also purchased two properties during the period of the claim. The total loss to the public purse is estimated at £1million.

Sentencing will take place on March 30.
